Mid-Rise Apt. Proposed Along American River

In the River District along the American River, residential towers have been proposed with a total on 826 units. The development is proposed on Burcut Drive off Richards Blvd. which is currently a warehouse area and is currently a tough part of town to be in day or night. The location is right up next to I-5 and the upper floors looking west will hear and see 10 lanes of freeway traffic 24/7.

This proposal named American River One would include two towers nearly 200 feet tall, a third tower 150 feet tall and another tower at 109 feet tall. No plans have been submitted to the city or cost estimate for construction.

Township 9 - Marketing Office/Biotech Lab space for lease

Township 9 is currently owned by 29th Street Capital. Phase C is on the south side of the site located at the light rail stop and runs along Richards Boulevard directly across the street from the 1.3MM SF State of California office complex slated to be delivered in 2025 and house 5,000 employees. The west half of the Phase C will be comprised of a 120,000 SF biotech office building.

The 1.25 million square foot Richards Boulevard Office Complex (RBOC) is in full swing construction now. The parking structure is up and two of the four office buildings are rising. Constructions begin in Fall 2020, with overall project completion slated for March 2024.

The CA Department of General Services has selected a design-build team for the $1 billion office complex on Richards Blvd. Hensel Phelps and ZGF in partnership with Dreyfuss + Blackford have designed the 1,250,000 square foot Richards Boulevard Office Complex (RBOC) in the River District. The RBOC features four interconnected office buildings, connected by a three-story bridge between the two north towers, and a second level timber bridge across the Town Square. Construction on the Richards Boulevard Office Complex is anticipated to begin in Fall 2020 and complete in March 2024. More info here & here.

Township Nine Bankruptcy Sale

Proposed Township Nine fully entitled river front mixed-use project for sale











Colliers International is now promoting the bankruptcy sale of Township Nine and it’s 62-acre master planned community. With a majority if infrastructure completed with streets paved, sidewalks done, trees planted, and access to the bike trail on the American River. This site is ready to go vertical.

The site was planned to be home of 2,500 condos, office and retail stores and restaurants, but in the end only the Cannery Plaza Apartments were built. This project had so much potential, something tells me it will sit vacant for a while even if the land is sold in the near future.

The development was reported to be facing financial issues for quite some time but this last June The Board that reviewed the Company’s financial position found it was no longer able to pay its debts and needed to reorganize.

River District Specific Plan

This Tuesday the Sacramento City Council will pass several resolutions to move the River District plan forward. The resolutions will include 1) certifying the Environmental Impact Report (EIR) and adopting the Mitigation Monitoring Program for the River District Specific Plan, 2) a Resolution amending the General Plan land use diagram for various parcels in accordance with the River District Specific Plan; 3) a Resolution rescinding the Richards Boulevard Area Plan (RBAP) and Facility Element; 4) a Resolution amending the 2030 General Plan Circulation Element in accordance with the River District Specific Plan; 5) a Resolution adopting the River District Specific Plan, Design Guidelines, and Infrastructure Financing Plan; 6) a Resolution amending the Railyards Specific Plan relating to the future operation of 5th and 7th Streets; 7) a Resolution amending the Bikeway Master Plan in accordance with the River District Specific Plan; 8) a Resolution approving a Water Supply Assessment Report for the River District Specific Plan Project; 9) a Resolution rescinding the Discovery Centre PUD; 10) a Resolution adopting the River District Design Guidelines for the River District Design Review District; 11) an Ordinance establishing the River District Design Review District; 12) an Ordinance adopting the River District Special Planning District; 13) an Ordinance nominating properties in the River District Specific Plan Area as Landmarks and nominating the North 16th Street Historic District and its’ Contributing Resources for listing in the Sacramento Register of Historic and Cultural Resources; and 14) an Ordinance rezoning various parcels in the River District.

The 773-acre River District area project proposes policies to support a transit-oriented mixed use urban environment that would include 8,144 dwelling units, 3.956 million square feet of office, 854,000 square feet of retail/wholesale, 1.463 million square feet light industrial, and 3,044 hotel units. The District is currently home to 386 residential units, approximately 5.07 million square feet of industrial uses, 384,000 square feet of retail/wholesalers and 1.312 million square feet of office. No timeline has been given as to when construction will begin.

River District Specific Plan

For the 748-acre River District Area, the City proposes adopting policy documents to support a transit-oriented mixed-use urban environment that would include up to 8,144 dwelling units, 3.9 million square-feet of office, 854,000 square-feet of retail, 1.4 million square feet light industrial, and 3,044 hotel units.














The proposed River District special planning district consists of properties generally bounded by the Sacramento River on the west, the American River on the north, the Railyards on the south, and 18th Street on the east. The SPD is intended to implement the development standards and design guidelines in the River District area plan.

The goals of the River District SPD are as follows:

• Establish a greater mix of land uses and intensities to attract private investment;

• Provide the opportunity for reuse and rehabilitation of heavy commercial and industrial uses to take advantage of the light rail facilities in the area to reduce the number of obsolete and underutilized buildings and sites;

• Allow for the retention and continued operation of industrial and service oriented uses;

• Provide for improved circulation, infrastructure, and community facilities that will serve existing and future needs within the area;

• Provide for the future creation of a significant residential population as industrial uses are replaced or relocated within the River District area to achieve housing objectives of the central city and provide a jobs/housing balance for future office growth;

• Provide for the intensification of commercial and office uses within close proximity to the planned and existing light rail stations and Interstate 5;

• Discourage uses that contribute to visual or economic blight;

• Ensure that properties with hazardous material contamination within the River District area are remediated to the extent necessary to protect the health and safety of all possible site users and users of adjacent properties, consistent with applicable laws and regulations;

• To encourage the preservation of historic structures;

• Promote aesthetic improvements to the area by implementing development standards and design guidelines.

This Thursday the 12th, the Planning Commission will review and comment on proposed height limits within the River District, treatment of nonconforming uses, zoning code change entitlements (height, setback, and stepback), parking regulations, rezoning of industrial land to more mixed uses, feasibility of requiring ground floor commercial within specified areas of the district, and other issues regarding the draft River District plan.
