Resources Building Renovation – Exterior Replacement

The 60 year old Resources Building at 1416 9th Street is now having the exterior cladding attached. It appears modern and clean, but the exterior has now lost any architectural significance and will soon be a featureless, bland glass tower. The original exterior had character and reflected a time that was the beginning of office high-rises being built in downtown.

The cost to do a total replacement of the exterior must have expanded the overall $461 million renovation costs quite a bit. It was not that long ago in 2010 two 18-story State office towers in downtown were also renovated. Both State offices #8 & #9 at 714 P Street had both interior and exterior upgrades while also keeping the original exterior design. AC Martin rendering

Resources Building $461 Million Renovation - Update

The Resources Building Renovation Project (Project) involves a tear-down of the 17-story 657,000-square-foot building leaving the building’s steel frame, then reinforcement/rebuild matching the current footprint, mass, and height. The Project would include code-required improvements, including seismic upgrade, installation of a building-wide fire sprinkler system, reconstruction of three 17-story exit stair towers, and replacement of asbestos-containing fireproofing. Antiquated mechanical, plumbing, electrical, security, and telecommunication systems will be replaced, completely upgrading all infrastructure systems. The Project will make the building safe while honoring the building's historic qualities.

The Project goal is to achieve Zero Net Energy and Leadership in Energy and Environmental Design (LEED) Silver certification. Project delivery and Completion is anticipated in Spring of 2025, within 42 months of Notice to Proceed (NTP). Project will include exterior envelope replacement, including installation of new roof and insulation, window system, and building skin.

Capitol Park Hotel Renovation Almost Ready For Homeless

The 110-year-old Capitol Park Hotel is starting to look livable, renovations of the historic building will finished soon and the Sacramento homeless will be able to move in. The local news has reported that the cost to renovate the building has gone up from the original $58 million to $64 million. Originally, the  per foot cost breakdown was $1,000 per square foot. If you look at just the per square foot cost, this is the most expensive residence in Sacramento county. The age of the building means the renovation is costing more than $445,000 per unit., but costs have gone up so this is now a low number.

Resources Building $461 Million Renovation

This fifty eight year old State owned office building is currently undergoing a $461 million dollar renovation. Built in 1964, the Post War International Style building was the tallest structure on the Sacramento skyline when completed the fourth largest office building west of Chicago. The 17-story 657,000-square-foot building cost $15 million to construct at the time.

Due to its age, the Resources Building at 1416 9th Street, Sacramento, CA 95814 is considered historic and subject to review by the State Historic Preservation Office. It will cost $688 per square foot to renovate the building and is scheduled to be completed in spring of 2025. This project includes changes required to meet current occupant life safety codes, seismic deficiencies, and occupant health requirements. Back in 2015 the estimated cost for renovation was $155 million, ten times the structure’s original cost.

Capitol Park Hotel Renovation

In late January the former Capitol Park Hotel at 1125 9th Street in downtown Sacramento began the renovation process turning the hotel into a shelter for homeless. In 2019 the Sacramento CityCouncil approved lending Mercy Housing California $13.37 million to buy the hotel. The  renovated building will have 134 studio apartments and expected to be completed in about 20 months. It's shocking what the cost to renovate the units will cost at $445,000 each. A total cost of $58 million to only house 134 people. If it stays on budget, the project will come to $1,100per square foot. Once the city, SHRA and Mercy Housing California convert the Capitol Park Hotel into a triage center homeless shelter, “the City will allocate $300,000 for overtime police presence in the area immediately surrounding the rehousing shelter,” according to council agenda documents.

The Capitol Park Hotel was originally built in 1912, the building has had many purposes over the decades including as a furniture store and warehouse, two separate hotels, and a business college. Known as the Capitol Park Hotel since the 1960s, it was constructed as two separate buildings connected on all but one of its floors.

Across the street there is a proposal for a 14-story Canopyby Hilton hotel.

Both the Convention & Preforming Arts Centers are scheduled to be completed in March of 2021, about a five month delay from the original opening date of October 2020.

Safe Credit Union Convention Center & Preforming Arts Renovation

Now that demolition is over, construction on the western half of the convention center is well under way. The building is still scheduled to reopen in the Fall of 2020 and completed by March of 2021.

Ambitious Renovation Schedule

State Natural Resources Building in downtown Sacramento, 1416 9th Street

The current Resources Building on 9th Street has been identified by the State to be in the poorest condition compared to all other state offices in downtown Sacramento at the age of 55 years old.  According to the Legislative Analyst’s Office in 2016, it’s scheduled to be renovated at an estimated cost of $230 million. There are several other older building in downtown Sacramento that are also scheduled for renovations in the next several years including the EDD Headquarters & Annex on Capitol Mall (61 yrs.) at $75 million The BOE building on N Street (24 yrs.) for $55 million and several other smaller renovations totaling an additional $100 million.

The process to complete all these planned renovations is over a ten-year period where staff from existing space move into newly renovated state office space. The schedule has already fallen behind and costs are growing, so it’s hard to say if all planned construction and renovations will be completed as planned. The 2016-17 strategy included construction or renovation of 11 state office buildings but legislative approval will be needed beyond the three specific state office building projects in the Sacramento area.

Convention Center & Community Theater Renovation

Demolition began last month on both the Convention Center and Community Center. The first phase includes expanded exhibit space, a new kitchen, additional meeting rooms, east lobby and a new west lobby in a 205,000 square-foot building. The project also includes an event plaza between the Center and the Community Center Theatre for convention functions or a community gathering place. The expansion of the Sacramento Convention Center is estimated to cost between $220 million and $240 million. The theater work will cost between $83 million and $88 million. Learn more here & here.

Convention Center Complex - C3 Project

Memorial Auditorium 2018 renovation to cost $18 million

The first phase of the project began in early June 2018 with the renovation of the Memorial Auditorium at a cost of $16 million adding seating, acoustic enhancements and other audio/visual upgrades. Renovations will enhance the patron’s experience and allow the Auditorium to host all scheduled performing arts events during the renovation of the Sacramento Community Center Theater, which begins Summer 2019.
Convention Center expansion to cost $196 million

The demolition of the Convention Center Administration Offices (Panatoni Building) at the corner of 15th and K Streets will began December 2018. This is a $196 million renovation/expansion of the Convention Center adding meeting rooms, exhibit halls and more lobby and kitchen space.
Community Center Theater renovation to cost $85 million


The Community Center Theater and the Convention Center will close for construction in Summer 2019 and re-open in Fall 2020. During this time, all shows scheduled at the Community Center Theater will be relocated to the Memorial Auditorium, which will have completed its renovation. Meanwhile, conventions and conferences temporarily will be hosted in various venues throughout the city, but downtown hotels will continue to host overnight visitors. At an estimated cost of $85 million, the renovation of the Community Center Theater will enhance the theater’s aesthetic appeal, improve its lobby and make the venue more accessible to disabled patrons.

How this is being funded:

The Sacramento City Council on Sept. 25, 2018 unanimously approved the issuance of up to $350 million in bonds to finance the renovation/expansion of the C3 Project, which includes the Convention Center, the Memorial Auditorium and the Community Center Theater. The bonds will not be repaid from the City’s general fund. Instead, they will be repaid by what’s known as the “transient occupancy tax,” or TOT. This is a 12 percent tax on hotel-room and short-term rental stays used for tourism-related projects.* In addition, local hotels have agreed to pay for the construction of the Convention Centers’ new ballroom, which will cost approximately $45-50 million.

Imperial Tower Renovation

The Imperial Tower, formerly known as the Wong Center is a 12-story mixed-use office/residential building consisting of 187 residential units and 10 commercial spaces. Built in 1973, this 45 year old building will receive $35 million in rehabilitation and development. Interior unit improvements will include new cabinets, counter-tops, flooring, energy efficient appliances, kitchen sinks, window blinds, heating, toilets, lighting and paint in kitchens and bathrooms.

Ten units will be brought into compliance with Americans with Disability Act (ADA) requirements and applicable state accessibility standards. Common area improvements will include new flooring, handrails in hallways, hallway lighting and elevator cab upgrades. Exterior improvements will include new roofing, concrete repairs, paint and site signage. Additional improvements may be completed if there are cost savings and/or remaining construction contingency.

The property is located at 331 J Street in Downtown Sacramento, no date has been given for when the job will begin. City Council Report
