J Street Seven-Story Residential Proposal

The site is located along the north side of J st spanning the full block between 17th and 16th St.  The proposed project at 1617 J Street is a new construction of a 7-story building with basement.  The basement will contain a parking garage, level 1 will be retail space, level 2 will contain a parking garage, and levels 3 through 7 will house approximately 200 apartments.  The total retail space on level is 39,904sf.  The structured parking within the basement and level 2 will provide 253 total stalls,  90 feet tall and total building square footage 347,063. The current building a the site (restaurant) was built in 1920 and is proposed for demolition. No construction costs or date has been provided. 55 Years of History at 301 Capitol Mall

The lengthy history of 301 Capitol Mall can be exhausting, but as of last Friday, CalPERS will now sell the property and cancel the proposed 33-story mixed-use high-rise. For the last 16 years, CalPERS has spent nearly $70 million buying and maintaining the property, and now after three failed attempts to build at the site, it will be sold. The city block now resembles a wildlife refuge where raccoons and other habitat are thriving.

The block was once the headquarters for the Sacramento Union newspaper, in 1967 the paper purchased the Capitol Mall address and built the publications headquarters. By 1994 the Union printed its last paper and went out of business. In 2005 the Towers of Capitol Mall were approved for construction at the site and demolition was done in preparation for two 53-story high-rises. By 2007, the developer was struggling to finance the project and plans were scrapped. CalPERS bought into the project in hopes of saving the proposal, but market forces stopped further work at the site killing the proposal.

In 2016 CalPERS teamed up with CIM Group and proposed a 30-story mixed-use building, the odd stacking of the tower was not accepted well by the public and later canceled. By late 2019 another proposal was offered that was as CalPERS teamed up with the development form Hines. This proposal was to be Sacramento’s tallest if built at 33-stories and 557 feet tall. It was seen as a better design, but as 2020 took hold and the pandemic pushed people to do more work from home, it became apparent there was no interest in more office space downtown. Currently, the Sacramento office market is in its eight straight quarter occupancy losses, millions of square feet are available and it might take many years to lease them back up to pre-pandemic levels.

Occupancy losses continue in the first quarter for the Sacramento office market for the eighth straight quarter. The State of California accounted for the most negative absorption across the region this quarter and the Sacramento regions availability rate continues to rise as tenants office needs implement a hybrid work strategy. Sacramento Republic FC Stadium Proposed Again

Remember last year in March when Ron Burkle pulled out of being the lead investor for Sacramento’s MLS team to build a new stadium? Today the Sacramento Republic FC declared they have nearly 1$ billion in private funding for a stadium in The Railyards. Very little detail has been made public about whom is funding this proposal, but it sounds as if they found investment 'whales' to help bring MLS soccer to Sacramento. According to KCRA, “There are still some contractual things that need to be worked out but their hope is to be wrapped up in the next 90-120 days thus moving the project forward”. As you can see in the rendering, the new stadium looks very different and there is no shade for the fans.

2031K Street Mixed Bldg. Proposal

The Planning Dept. received plans to demolish the existing building at 2031 K Street and construct a new development with 296 mixed unit with 8 floors and 91 feet tall. Demolition requires historic evaluation as well as a deviation for height.  The proposal includes 233 studio units, 50 1-bedroom, and 13 2-bedrooms. The California Tower & Aggie Square Plan

UC Davis Health Sacramento campus is undergoing a
 massive expansion over the next decade

The proposed California Tower will include a 16-story, 332-bed hospital facility and 5-story pavilion. The $3.75 billion project is scheduled to have patients moving in by 2030 and is currently in the design development phase and will replace the north-south wing originally built in 1929 and the addition from the 1950’s and will be demolished in the coming years. These were images out of Comstock’s Magazine promotional supplement for March 2022. UC Davis Health is also investing 1.1 billion in the nearby AggieSquare where both research facilities and housing will improve the neighborhood.

Lot X 30-Story Proposal

In October of last year, the Southern Land Co. purchased Lot X (201 N Street) for $16.75 million in Downtown Sacramento and has since proposed building a 30-story residential tower with 237 units. The 2.5 acre site sits directly across from Crocker Park and would also include offices, retail, restaurant and parking for 426 vehicles. The project consists of residential tower rising up 350 feet with an open-air pool 165 feet high and a five story office building constructed with mass timber.

I believe this proposal is far too large for Sacramento to support. It’s being marketed as a luxury high-rise apartment homes, but history has shown us that the only successful residential buildings built downtown in the last 40 years have been six and seven stories with 70 to 90 units. High-rises like this have higher costs for materials, to build this tall the rental costs will be incredibility expensive and I don’t think the demand will be high enough so that the cost pencils out. Thus far, no construction cost estimate has been given and ABC10 reports that the developer hopes to break ground in 2023. As of today, the Sacramento Planning office has not received any plans from the new owner for the Lot X address (201 N Street). I've been told plans will be submitted soon.

Sacramento County Courthouse Construction

Driving east on Hwy 50 toward two concrete elevator shafts
It appears the Sacramento County Courthouse has almost reached its final height. The steel skeleton for the structure itself is going up around the two concrete elevator shafts that look to be topped out. Completion is scheduled for September 2023.

Colliers Sacramento Office Snapshot: Q4 2021

The Sacramento office market is continuing to retract as public sector agencies continue to downsize. The national office market posted its first quarter of positive net absorption since the start of the pandemic, while Sacramento has seen seven straight quarters of negative demand and rising vacancy rates. 1984 vs. 2022 Sacramento Skyline

Back in 1984 the dominate buildings in the Sacramento skyline were three state offices buildings that were built in 1964 and 1969 and a bluish green private office tower built in 1984 that came to be known as the Emerald tower. Today the skyline has grown equally by both the private sector and government office towers. My favorite is still the Emerald Tower (229 ft tall) also known as West America Bank Building. It’s interesting with the curved glass facing Capitol Mall and the steps moving up to the top of the tower. The skyline has evolved quite a bit in 38 years.

A tower crane rises over the 11th & J Street ENVOY construction site as the seven story building fills a corner that has been an eyesore for decades. After several proposals have come and gone, this project looks to be built with quality materials and should bring a lot of people into the area to live. There will be 153 rentals apartments above the retail on the ground floor. 1717 S Street Mixed-Use Construction

1717 S Street is a residential mixed-use project consisting of 159 affordable housing units and 11,376 SF of ground floor commercial uses. This project broke ground in March of 2021 and is expected to be completed in February 2023. When completed there will be 159 units (16 Studios, 119 One bedrooms, 24 Two bedrooms) regulated at low or very low income levels. The original cost was $62 million, but rising construction costs in the three years before ground breaking caused the price to rise to $80 million.

“Demolition by Neglect” for Capitol Annex

It's becoming very clear that the plan to demolish and rebuild the State Capitol Annex on the east end is the most secretive public project the State has ever tried to slip by the people. The more I learn about this horrible process as it’s slides through the approval process, the more I want it stopped all together. In the latest issue of Sactown Magazine, Rob Turner does some digging and finds that this entire project is being done in seclusion, everything from the underground parking garage to $1 billion cost to build a modern Annex replacement. At this late date in the approval process, neither design for the Annex or the underground garage have been made public.

The whole plan is also ill-timed as the Governor said he wants to explore the possibility of 75% of state workers telecommuting after the pandemic ends. So now should be the time state offices rethink how offices function. Also, as mentioned in the article, the only reason the annexation is in such bad shape is because for 70 years the Legislature found it inconvenient to their calendar to do major upgrades to bring deficiencies up to code along with other improvements. There’s a name for this in the world of historic preservation: “demolition by neglect.” Owners who have neglected historic properties often argue that they need to tear them down because they’re not up to code even if they were the ones who didn’t make those upgrades throughout the life of the property.

Luxury High-Rise Proposed For Lot X

In a partnership between Southern Land Company and the Sacramento Kings, a 28-story mixed-use luxury high-rise has been proposed at Capitol Mall and 3rd Street in Sacramento. What makes this project unique is that it would be constructed with mass timber. To learn more about this largely untested method, click here.

The Southern Land Company purchased the 2.56-acre site yesterday with great fanfare from nearby Crocker Art Museum and Sacramento Mayor Darrell Steinberg. The proposal would have 28-floors, 225 luxury apartments and 80,000 sf office space. Construction could begin as soon as 2023 and completed in 2025. At this time, neither a cost estimated or rendering have been given for the proposal.

I think this proposal is ridiculous at a time when nearly 2 million square feet of office space has been put back on the market in the last 18 months. Also, with so many others similar high-rise proposals failing over the years, I wonder what makes the developer this time think 225 high-end renters will want to reside there? Sacramento has successfully built and filled many mid-rises up to six stories, but not high-rises where the costs to build are much greater. Kings press release.

Colliers Sacramento Office Snapshot: Q3 2021

According to the report below, the Sacramento office market has shed 1.9 MSF in the last 18 months. The vacancy rate has risen for six consecutive quarters. The negative impact to the office market has been less severe than markets like San Francisco where the rate has more than doubled over last year.

The Fruit Bldg. Is Now The Exchange Hotel

This historic 10-story building built in 1914 has been converted from an office building into a boutique hotel. The Exchange Sacramento hotel has 100-rooms, rooftop lounge, basement fitness center and meeting room, and a restaurant and bar on the ground floor. Room rates appear to start at $285 a night an up.
