The Ice Blocks are a three block area on R Street between 16th and 18th streets. The estimated cost at more than $50 million with three phases of construction include 145 apartments, 55,000sf retail, and 106,000sf office. All three phases are expected to be completed in late 2017 or early 2018.

Q Street Apartment Proposal

This week D&S Development submitted plans for an eight-story complex with 73 units at the southwest corner of 15th and Q streets.

The project called 1430 Q will have 9,000 square feet of retail space on the ground level and 97 parking spaces underground and on the second level according to the SacramentoBee. Other characteristics the building will feature include colorful porcelain tile accents on the building’s exterior, a rooftop patio, a third-floor courtyard, a double-deck bike barn and individual residential storage units. Construction could begin by the end of the year and be completed by the end of 2017

WAL - Warehouse Artist Lofts

 The R Street corridor has been moving in the right direction for quite some time, but the competition of the Warehouse Artist Lofts (WAL) is truly a remarkable achievement. This six-story structure built in 1914 has been converted into a 116 rental apartments and ground floor retail. The $41.5 million complex has been in the works for 17 years by the Capitol Area Development Association (CADA).

The WAL projects expected to be completed in late 2014. This $41 million project continues to build upon the industrial district historical past and supported by the Sacramento art community. CADA's R Street Warehouse











After 13 years of spearheading the R Street Warehouse project, the Capitol Area Development Authority has not been unable to get it financed. The six-story brick warehouse once had been planned for a $57 million condominium project with 122 units, now they say they are looking at building 100 apartments and a garage for $27 million. The new plans don’t include the warehouse but make plans to construct apartments on the empty lot next door at 12th and R streets.

The project, announced in 1998, are up against a critical deadline. If the project does not break ground by early 2013, they could loose a $5 million grant from the state Department of Housing and Community Development. Two local downtown developers (Bay Miry & Michael Heller) have said they would be interested in taking on the project if current developer Rick Holliday can’t pull this project together.

CADA has recently spent $6.5 million on infrastructure improvements along R Street, including sidewalks and new street pavement.

Zero-energy Homes Coming to R Street















With groundbreaking anticipated for May, this infill project located at 2500 R Street will feature 34 single-family homes with a LEED™ Platinum rating. Each home will contain a solar storage system using the latest in smart grid technology, solar generation and energy storage capability. The goal is to ensure each home generates as much clean energy as it uses, maximizing homeowner utility bill savings.

Pacific Housing Inc. (PHI), a California nonprofit dedicated to developing quality affordable housing, is developing the 2500 R Street project. PHI has selected Sunverge Energy which is located in Stockton as the primary renewable energy technology partner for this project. R Street Market Plaza Project














On Tuesday the Sacramento City Council will consider approval of the preliminary design R Street Market Plaza so as to move forward with the final design of the project. On June 16" 2010 the Design Review Commission reviewed the project and suggested that the project be forwarded for approval to the City Council.

The design of the R Street Market Plaza Project was planned to be completed in two phases. Phase I was to complete preliminary engineering and the approval of environmental documents. Phase II includes the preparation of Final Plans, Specifications and Estimate (PS&E). On July 29, 2008, the City Council approved a Professional Services Agreement with Mark Thomas and Company to proceed with Phase 1 of the design. Capital Area Development Authority (CADA) will provide additional funds to complete Phase II.

Staff will be returning to City Council to approve an Agreement with CADA and to appropriate funds to complete Phase II. Because the construction funding of the project is anticipated to be federally funded, a review of the project under the National Environmental Policy Act (NEPA) was required.

The R Street Market Plaza Project is at 30% design. Adoption of the Mitigated Negative Declaration and Mitigation Reporting Program and approval of the preliminary design is necessary to move forward with the final design of the project.

R Street Improvements



This May construction will begin on the first phase of a four-phase revitalization of R Street in downtown. Phase one of construction is to implement parking restrictions along R Street at an estimated cost of $4,362.00. When finished, this project will improve the streetscape with new roadways and sidewalks along R Street between 10th Street and 13th Street. Based on a request from CADA and feedback from property owners and businesses, parking restrictions will be implemented prior to the start of construction allowing the City to move forward with Phase I of the project and minimize the impacts to neighboring businesses, property owners and customers. The project consists of replacing the asphalt and concrete roadway section, placing raised pedestrian walkways and valley gutters, installing industrial looking street lighting, and providing 90 degree and parallel parking along R Street.

In response to a-request from CADA on behalf of the businesses and property owners, a letter outlining the proposed regulations and soliciting comments was sent to the businesses and property owners that would be impacted by the changes. Of the 57 businesses and property owners in the impacted area, 46 (81 %) responded. 34 (74%) of the respondents voted in favor of the proposed changes and 12 (26%) voted against.
