Im having a brain warp! I recognize buildings in the black and white photo, but cant get my bearings on the direction... explain please?

Hi Kim, both B/W photos are taken looking east from the 16th floor of the Holiday Inn on K Street. The top photo is a close-up of the EPA Tower on the left with the top of City Hall poking up from below.
